I tested the ACA Neo Geo Games officially purchased VS emu.NEO, apples to apples. It was a nice surprise to find out that this emulator is way better than the official games. Edit: After updating the Univ Bios to 4.0 I saw KoF graphical glitches were corrected. Although, regardless of the Bios version making changes to Dip Switch options, these don't change. On KpF 2000 leveling up the difficulty up to 8, this setting doesn't apply and it remains on Lv4. Who's the fault? Emu o Univ Bios?

It's a good emulator if you don't function it's because you don't have the bios inside to the roms folder or your rom it's patched. It's necessary try with different roms if one of them does not work.
