Какого чёрта приложение написано под 13 андроид, в мастерской смартфон можно уронить, разбить. Это какая должна быть зарплата, чтобы постоянно покупать себе смартфоны на 13 андроиде? Перекомпилируйте под 7 андроид, SDK скачайте и поправьте таргет. Ничего крутого нет в приложении, чтобы дешёвые смартфоны не тянули.
