This is a plugin for 1DM to use Mobile data usage limit feature on devices older than Android Q (10). 1DM has a feature for stopping all ongoing downloads once mobile data usage limit set by the user is reached but on devices older than Android Q it doesn't work because it requires Subscriber Id to be passed (Android Q and above doesn't need the Subscriber Id so on those device this app will do nothing).
