Wanted to read my RFID FOB and use my phone to access my apartment complex's amenities. This place charges $100 per RFID FOB and is only issued one so if lost then I can't even access the gated parking lot. I don't think there is an app that can successfully read these little RFID tags.

The app is simple and easy to use, First of all, your phone needs to be supporting NFC/RFID connectivity (majorly found in phones supporting wireless charging) for this app to work.Secondly this app has the ability to scan any cards even if the app is closed because while installing it requests for permissions for running in background and showing notification. So if you don't want that to happen simply remove the permissions or keep the NFC off.
