Wont connect to my fan even recycling power and hitting bluetooth button on app and on remote. It never connected to the fan

Instructions are to turn on and push button remote but does nothing. Add device to app, turn off power, turn on, and push sync button on app within 5 seconds. Not wifi but Bluetooth, so stay close.
