This app is quite old now but really good none the less, does exactly what I want in that it makes the screen bright when on charge and resumes dimmer setting when taken off! Works with Android 8.1. EDIT just upgraded to Android 10 and sadly this great app no longer works 😪

Only two caveats, wish there was an option to stop the pop up that occurs between changing modes. Second, I wish there was a paid version.
